ABSTRACT :
The development of human resources can be done through education. One of
the government policies is the recognition of the Early Age Education
Programme (Pendidikan Anak Usia Dini—PAUD). It is an educational
programme provided for children from 0-6 years old and to prepare them
for attending elementary school. One of the non-formal educational
institutions for early children is the Child Day Care Center (Taman
Penitipan Anak—TPA). It can be expected that the programme could provide
the early age children with sufficient education as one of the efforts
in realizing the education-related goal of Yogyakarta City. The purpose
of the study is to describe and to explore TPA in Yogyakarta City,
questioning whether is good for developing the potentials of spiritual,
intellectual, emotional, and social intelligences of children. The study
used a descriptive qualitative method wit h deductive approach. It is
to describe what and how the real activities of a number of TPAs. City.
Data were collected by using three techniques: (1) field observations,
(2) interviews with key informants, and (3) secondary data from relevant
offices. Qua litative method was used to explain the findings of study.
Analysis was done on three issues: (1) internal function and role of
TPA, (2) external function and role of TPA, and, (3) the existence of
TPA in PAUD for supporting the realization of the education-related goal
of Yogyakarta City. The Reseach indicates that (1) TPAs served as
facilitations for children education and welfare; (2) they performed key
roles as the substitutes of family during children in TPA; (3) the
roles in PAUD were externally minimal; and (4) educational programs in
TPAs referred to the context of PAUD, so they could support the
realization of quality education performance. Keywords: Role TPA, PAUD
